Since the BF2 1.5 patch is knocking on the door and alot of maps and other new stuff coming to PR im wondering is PR 0.9 going to come out whit or soon after bf2 1.5 patch?

to be more precise - we will try to get a new version out as soon as 1.5 becomes mandatory (not beta). I think the 1.5 patch will take a few months for this to happen.
