will probably happen eventually but the Developers haven't really had a play with the unlock system for this release

if you want to help out, check out the community modding section and get working on it 
otherwise yes we are aware of this, yes most people want this system, and time permitting it can be added, but as dune said its been suggested many (over 10 at least) times in the past, and has a negligible effect on gameplay.
