The manual mentions that a PR Guide can be found here:

However, whenever I try and visit that link (or the Guide link on the website), I get a username-password challenge response.

I've tried entering my forum username and password, but can't seem to access the Guide.

How can I get access to this apparently invaluable bit of intel?

Yes the Wiki is down for the time. We don't have a time or a date when it will be back up. But when is does come back we will let everyone know.

It can't be accessed at the moment, all you can go by is the manual that comes with the mod or the informative threads you'll find in these forums.

Yes they are taking an interestingly long time to update it... I wonder if it is due to insufficient number of people working on it or something else... :

Indeed, extremely valuable information is in that file to be honest which is why I don't understand why they didn't simply make a copy - leave the old/current whatever you want to call it up for people to read while they amend how they want on their own server then simply change files when ready?

As I recall, the only information that was in the wiki and not in the manual were a list of the factions and their assets.
