the manual says: Civilians may be ... shot while using vehicles.
So I'm asking that is the civilians which are inside a vehicle but NOT driving counted as "using vehicle".
Can I shoot/blow up them all (and get away with it ) or do I need to concentrate at the driver.

Not a big question (and I won't probably see a truck full off civilians) but I've been wondering it.

Anything in a vehicle counts as a target which means yes even if the civvie is on the passenger seat he is counted as a hostile

Can you blow up a truck full of civilians? : yes. to my understanding they do not need to be driving, just in.

^^i did that once, i think it was called civi squad or something... all civis.. one car.. one apc... alot of nagging...

it would probably be better for gameplay if vehicles that are not being used cannot be destroyed by blufor, a spawn time penalty or something unless the vehicle was driven in the last 5mins.

Not necessarily, if the vehicle is seen as hostile as it does not stop it can be engaged iirc...
