Give Insurgents more grapple hooks

I searched but found no topics about adding more insurgent grapple hooks. please lock if I am wrong.
(*I am aware that collaborators/civilians have grapple hooks)
Insurgents seem slightly under powered when facing US or British forces in v0.85 and in 0.86. The US and British forces have light and heavy armor and gun trucks (all of which can be repaired), scoped rifles, medics, helicopters, rally points, and FOBs (with supply crates, razor-wire, and .50cal mg nests); while the insurgents have none of these.
I believe to make the insurgents more affective in combat, while still maintaining balance and realism, would be to add the grapple hook to either all insurgent regular kits –not for limited kits that spawn on caches- or just to the insurgent Cell leader and IED kits. If only the Cell leader gets the grapple hook that would be good because there are rarely ever insurgent cells (squads) with Cell leaders and this could motivate more organized cache defense. The IED insurgent kit should also get a grapple hook because they are supposed to set up an IED and then find a place with a good view to see approaching enemy vehicles.
Adding the grapple hook would be balanced and realistic because it does not provide more firepower but gives more mobility, hiding places, and map/building access to insurgents, and IRL insurgents in Iraq are all hiding places and locale access. And this allows for more insurgent ambushes against US and British forces, as IRL. This can also allow insurgents to “disappear” from firefights where they are losing by disengaging and dissolving into the environment by grappling over a small wall and escaping. This is guerilla hit-and-run tactics that insurgents use IRL. All this is a realistic metaphor for “home-field advantage” and better “knowledge” of the combat zone that insurgents are supposed to have.
Right now in 0.86, the US and British forces rarely need to look on building rooftops or balconies. I think IRL Coalition forces need to look very carefully at every roof top, balcony and window. As of now, Insurgency game-mode does seem kind of frustrating (although it is a really cool). I think this would help a lot.
