VOIP PROBLEM or ISSUE

My brother and I both have played BF2 and PR with no issues(v.85 and earlier) until the new "Patch"... v.86. Before he was able to hear voip in game and submit his voice perfectly fine.
As of the new patch... We go into the options in PR... then into audio settings... then to the allow VOIP "button" which is selectable, BUT when we click, and then apply... Leave the options... Then go back into the audio options again.... ITS UNCHECKED!?!
Nothing has changed, I have gone into the bf2 folder and ran all the VOIP programs to see if VISTA is blocking anything and nothing... i made 100% sure that VISTA is allowing all instances.
so by my understanding is that the patch has something that doesn't agree with my brothers computer's option to so save the idea of enabling VOIP... but its a dell, no major card improvements... just standard onboard sound that everyone gets from dell, which has worked many many times before and has nothing to do with the sound card...
Anyone else with this Flakey VOIP button that wants to reset back to no VOIP button issue????
