Trouble Installing/Running PR (net framework)

Hello all, I have seen the other posts about this but still have no solution.. When I click my Pr.exe it just says "This application has failed to start because the application configuration is inncorrect" And Net framework wont install, it starts to then just says "encountered a problem".. Any real fixes for this? Thanks!

What version of Windows do you have, and what are your system specs?

amd 2.0ghz 1gig ram geforce 6200 (old lol) The last version of pr worked fine.
*edit* Windows xp home, sp2 I believe.
