Civillians to kill or not to kill?

Ive been told two stories by many people in game so I want to get the REAL answer.
can civillians be shot without punishment when equiped with:
rocks, medkit, grappling hook (equiped not climbing up), epipen, binoculars, and the phone.
Some people have been saying yes you can kill some not.
And btw i have been killed sooo many times as a civillian even when im not doing anything wrong (ie hands up) do people even care? I guess they cant cope with the annoyance of my squad riding ontop of their apc.

Civilians can be shot without penalty for 1 minute starting from the time they pull out any medic gear, climb a ladder/grapple or use a weapon. Oh and as Spec Operator said you can shoot them while they are in a vehicle and 1 minute after they hop out of it.
You cannot shoot a civilian just because he has a rock out, nor any of the ones not mentioned above in this post.
However you won't get any intel points for shooting the civilian. So it's actually quite pointless doing so, no matter how annoying they are...

If the server allowes that, crack shot... Think about the players...
You may kill civilians:
With a vehicle
When they are in a vehicle (that includes ladders and ropes if I'm not mistaken)
And (if that works now) when using medical aid or shortly after.
And of course if they are somehow armed - rocks do NOT count, neither does the cellphone.

kill them anyways. Civi's suck and deserve nothing but death. Except me. I'm a perfectly good civilian

I'd recommend, if you're around your squad, always going and trying to cap a civi. It kinda sucks though if they try and trap you into following them... =/

Why wait when you don't get punished till your next death? If the person who killed the civi out of ROE was immediately killed we wouldn't be having this conversation.
If they made the ROE based on distance to another insurgent we wouldn't have to worry about the human shield behavior. Civis would taunt with rocks and get arrested like it should be.

It's an old problem. Either the penalties are too low for the armies, and they shoot the civilians, or they are too harsh and the civies try to get shot... I don't know why people can't just play it like it's meant to be without penalties... Just don't shoot them, and try not to get shot as civilian, and you make the game better.

My point of civilians, HURT THEM DON'T KILL THEM, they will go in "cover"- "HIDE", heal him self up, then if the civilian does a "pop-up" [within the 1 minut of running and hiding](i got a timer on my G15 keyboard)he will be shot again, or even kild.
(if he is not to far and no others arround in my way, i might be sneaky and arrest him)
Or you could hurt the civilian if he is running away to make him slower and then arrest him...
So civilians 'Be' aware!
but i dislike there 2 minut spawn, if they got shot and didn't do anything wrong, they don't deserve a 2minut spawn...

Don't injure civilians, don't kill civilians, don't do anything with them except from arrests unless they pose a direct threat -.-
I hate that "shoot them anyway" mentality.

Civilians give intel to the enemy , if your at risk shoot them. Otherwise hurt them , don't bother arresting it takes up valuable time.

If you go by realism: You don't know that they give intel to anyone. They are probably just random bystanders, they are the population of the cities.
If you go by gameplay: Yes, they are the eyes and ears of the insurgent team: And they are allowed to. They should be allowed to move freely without fear of getting shot, otherwise there's no point in the kit and it could as well be replaced by a scout kit.
In role-playing terms: Don't mix the player knowledge with the character knowledge; You may know that these civilians are on the enemies side, but that's purely a gameplay element.
I realise this is a shooter and not an RPG, but this was the intention of the civilian kit at the beginning...

Shoot above them, if they don't pull out their hands and put them up shoot them in the foot, if they don't do anything again kill them. If they run out of sight just leave them, not worth chasing them up unless you suspect their is enemy activity near them.

Something really has to be changed, I do so hate that "shoot 'em" mentality. It is illegal in all the cases allowed ingame.
There's no reason to arrest civilians, anyways, so I'd say shooting them should always be illegal, but if they are healing others, throwing rocks, or within a few meters of enemy insurgents, that could be found to be suspect activity and punishable by arrest for say up to a minute after the incident.
Otherwise, why are people so bent on shooting something that cannot harm them in any way unless they really fail? If the Devs want to get rid of the so called "Rambo" activity or the "shoot-em-up" FPs gamer mentality, the current civilian kit is not the way to model this.

Since the civi (yeah it's a collaborator wanting to be a civi) looks like one of the other insurgent kits and there's no real punishment for BluFor people will tend to shoot first. Punishing the civi for healing a teammate is as bad as the ridiculous spawn penalty. People who want to be mean can simply shoot the civi, after all the civi gets the spawn penalty right away and the BluFor can just get revived.
The solution is in my sig, separating the collaborator and civi functions but making them look a lot alike. Having a real punishment for BluFor is critical to fixing the kit.

Occasionally, there are conventional players who respect the civi's rights not to get shot when they're not engaging in suspect activity.
Then there are the ones who mow us collaborators down with a SAW, and laugh at our two minute spawn time.
I don't think players should shoot civis. It's bad for their own team, losing that much intel. And you're not a lot of use the squad when you're dead for that long.

Shoot them and even teabag them. The penalties are nothing and the new ROE almost makes you killing them have no penalty at all.

Don't shoot civilians unless you see them doing one of the things mentioned above. I hate when people shoot civilians for fun. I'll say what I say every time this is mentioned. Civilian killers should have their name marquee up on the top of the screen. Then servers could ban intentional civy killers.
