civi spawn times

i know this has been gone over a million times but realy they need to be ujusted when the civi is killed outside of roe. get this im a civi and the lav is camping the main base i put my hands up and start walking across the road and he opens up on me with heat rounds. and now i had to wait 100 seconds its redicoulas the ppl dont even care that they shoot one imo the spawn time for a civi that is killed out side of roe or by friendly fire should be 40 seconds or less. and the spawn time for the killer should be more cuz they just dont care

I believe the long spawn time is to reduce the "meat shield". In the old days civilians would purposely jump in front of a firefight just to get killed.

well now that unless they have their hands up they can get shot without penalty and it gets kinda frustrating waiting that long for no reason. If they are within the ROE when their hands are down what point is it for them to wait 2 minutes compared to the roughly 30 seconds of regular insurgents :? :

yeah, im guessing this is a real pain in the *** in the devs side. lower the spawn time = suicidal civlians, high spawn time = bitching on forums
still most people do not watch their fire
however, when im a civilian, and i act smark, i get killed very little. if i dont stand right next to the guy firing an rpg at a tank, i rarely get killed. if you are acting as an obvious meatshield, or jumping into a firefight, you are gonna die.

Easily fixed buy making the ROE based on how close they are to other insurgents and caches. If they are close they are valid, so they don't make good meatshields and can be shot for aiding the enemy. If shot outside ROE they should have a very short spawn time and the BluFor should be punished.

snooggums has a better idea than most people i heard, except, take iraq for example. there are civies all around the insurgents and do they shoot the civi? NO!
