I've had the problem turning on my VOIP then saving my settings then when I get into the game it disables by itself.

How to fix
Go to Start > Run > DXDIAG
Switch to Sound tab then turn the sound accelerator to basic and then it should work.

Finally, I have had this problem for forever. I'm going to give it a try.
