Its a common language runtime error , its usually caused by the person having conflicting versions of .NET on their system. This happens if you installed a beta version of .net on your system at sometime, as the beta versions rarely uninstall properly or fully.

Have a look here at this guys blog about how to uninstall and clean various .net components from your system --> Aaron Stebner's WebLog : Updated version of the .NET Framework cleanup tool that can remove the .NET Framework 3.5 RTM

Clean your system and reinstall .NET and you will be fine.

Go to the link I provided and uninstall .NET but you have to follow his instructions to clean it from your system entirely.

Then reinstall it.
