I've done some forum searching and I've come up short. There are tons of threads about how people think the civilian class should be, and there are tons of threads containing conflicting anecdotal evidence about current (.86) civilian ROE.
I want a concise explanation of the ROE. The manual's description is very vague. About 90% of the explanation of the civilian class is about punishments for breaking the ROE and about 10% actual ROE. This is all it says about when you are allowed to fire:
"Civilians may be run over with a vehicle or shot while using vehicles, ladders
or ropes without any penalty or bonus. There is also no penalty for shooting
them if they used a weapon, vehicle or their medical equipment in the last 60
seconds."
This leaves many questions.
1) I've heard rocks count as weapons and make them valid targets, I've also heard the opposite.
2) Lets say we defined what is meant by weapon... If you merely select a weapon, are they a valid target, or, like the manual says, you must use the weapon?
3)It says you are a valid target on ladders and ropes. I've heard you continue to be valid for 60 seconds after ladder or rope. Is this true? What if it's another person's rope?
4)I've heard binocs don't do anything, I've heard binocs merely selected make you a valid target while they are selected, I've heard binocs merely selected make you a valid target for 60 seconds, I've heard binocs used (zoomed in) make you a target while used, I've heard binocs used (zoomed in) make you a valid target for 60 seconds. These possibilities will be known as "everything" in other questions.
5)I've heard everything about arty cell phone.
6) I've heard everything about the grapple.
7) I know road kills are valid, but I've been told so are C4 and grenades. The only way you can break ROE is if you kill with a bullet. Is this true?
8 ) If you are wounded in one state (valid / non valid target) and eventually bleed out while in another state (valid / non valid target) Which state is the deciding state?
I would really like to avoid as much partial anecdotal evidence as possible. I've had plenty, "I've killed a civy doing X with no punishment!" without any info on what he did in the last 60 seconds. I actually don't believe people's memory is often detailed enough to remember if he laid down, maybe selected something, and got up again unarmed. I'd like to know how this is coded from someone who knows.
