Blufor Penalties for shooting civilians

I was thinking the other night as I was on an insurgent map, and the thought came to me that the penalty for shooting a civilian isn't really that much of a penalty. Yes, you lose 100 points towards your personal score, you lose some cache location intel points and your spawn time will be a bit more than if you died by getting shot, but really, there is no real loss, and recently I have seen players not really care if they shoot a civi or not.
How about if every time an unarmed civilian is shot by the blufor/coalition side that side loses 1 ticket as well as making that player have a minimum 2 minute spawn time and it will increase by 2 minutes for every unarmed civilian which he/she shoots and kills? Plus the intel point loss is also greater?

Court martialling would be a better idea, but that would be good.
As long as the blufor realize your KILLING your team by killing civies. Oh well.. noobs will learn eventually.

With the new version there's always an influx of people new to the mod who haven't learned the dynamics. So they may not know that shooting a Civi is really bad. They will learn.
On the other hand, I sometimes shoot civis if they happen to be directing enemy forces onto my position. The penalty has to be small enough to be able to make that judgement call, yet high enough to keep people from treating it as a free fire zone. It's a careful balance.

I'd like to believe it wasn't an excuse to kill civis.
In court (I believe it would go like this): "You shot a non-combatant whom may have been under pressure from the armed men to give away your location."
It's a pretty tough political situation.
It's human rights and innocent 'til proven guilty vs the idealisms of "sorry I'm following orders and risking my life" - which are no doubt both extremely important issues.

Very good point, however the trick is "non-combatant." Just because you don't have a weapon doesn't mean your a "non-combatant" You can still very much be a part of the fight.
I've read reports from Korea were soldiers where order to shoot children who where acting as
arty spotters.
IRL the officer on the ground has to weigh all options whilst thinking of his men.
Thats why I think that in game penalties should be such that its not a game ender for the person doing the civi shooting, but enough to make you think about it.

That has a nice point into it, lets say who kills 4 civilians gets kicked from the server

oh yeah, APC shooting into window where he saw RPG, civi squad run into that room-> apc gunner kicked, great and other shiz in this way
