New game mode discussion

I can't post in the suggestions forum because i don't have 25 posts, which is the prerequisite, but I have an idea I want to run-by the community. I'm not exactly sure how everything will be implemented yet, details can be discussed and opined on.
The game mode would work similar to insurgency; however, instead of caches, people will be hunted. the Blufor will start out not knowing where the guy is they are hunting and will need to attack the insurgents to gain intel. This is also where it differs as the most intel will be gained by capture squad leaders. For example, you capture any insurgent you get 5 points of intel, you capture a squad leader you get 20 intel points. when blufor gets to X intel points, X could be 200 or something, a blue diamond appears on the map at the current 50m radius of where the person they are hunting is.
Whoever has the kit for who blufor is hunting can move around the map freely so after the blue diamond shows up showing where that man is currently, he can move to another location and if blufor cant find him again, they need to get more intel on where he moved to. also killing this guy before you find his location once (before gaining enough intel to make a blue diamond appear for the first time) doesnt affect the game play.
there are still many other details to be ironed out if an idea like this was ever going to be considered but this is just a rough idea I had and was wondering what some other people thought of it
