It doesn't... You just told him to keep trying to launch it and hopefully it'll work eventually. xD
First read what I wrote at the bottom below the line and try what I say at the bottom 'first' and if that doesn't work then do the reinstall.
MasterMuffin just uninstall BF2 and PR entirely and do a registry clean-up. If you don't have one google Uniblue RegistryBooster 2009.
Download and install it. I don't remember if it asks you for a serial code but if it does go to this site to get one for it.
Serials & keys - unlocks the world
-Uninstall Project Reality and then uninstall BF2. Uninstall them both through the add/remove programs feature or for vista users it'd be 'Programs and Features'. It's located in control panel.
-Once you do the registry clean-up do a restart.
Install BF2 after you've restarted, update it to the current version v1.50. After you've done that restart one more time. After you've restarted your PC install PR through the core setup(you shouldn't need the patch file) and then install the levels file.
Just in case, run every installer/setup as a administrator by right clicking the installer icon. Also make sure you delete the Battlefield 2 profile it should be in your 'Documents' folder before you do the reinstall. In fact if it doesn't get removed when you uninstall BF2 just delete that entire thing. ('ONLY' do this if you are reinstalling the game! If you toss everything in it away it will 'NOT' be replaced just by simple starting BF2.)

Once you've finished doing all of the above make sure you allow the bf2 and pr program to be ran!
Virus programs that I know for a fact block it are AVG and Norton so if you have either of those be sure to unblock it!
For AVG double click the icon in the bottom right of your screen. Go to Tools > Advanced Settings. It'll open another window and from there scroll down to 'Resident Shield' and click 'exceptions' once. Click 'Add Path' and find your BF2 root directory which for most people would be
C:\Program Files\EA GAMES\Battlefield 2\
Once you find it click ok and apply.
For Norton double click it's icon in the bottom right of your screen.
Once the Norton window opens click 'settings' and go to 'Virus and Spyware Protection' and select the
'File Exclusions' tab. Same deal here find your BF2 root directory and add it.
Make sure you check the box to include sub-folders!
After you've finished that go back and go to Firewall Protection for Norton and click the 'Program Rules' tab. Click 'Add...' and go to your BF2 root directory and find the .exe 'BF2'. Double click it and choose the 'Allow' option. Do the same thing for the .exe 'pr'.
Once you've done all that you shouldn't have any problems.
If you have a anti-virus program besides those two and your still getting the same problem it's most likely blocking the application from running so same deal find the exceptions section or whatever it might be and add the BF2 and pr .exe's to the list.
