I was bored like hell today and I phoned,female voice of arabic comes out and i don;t know wht she saying

The normal one should dial to the UK, because it has the country code +44.
But i just tried it with via a website and it said its not a valid number.
The other one is probably fictional too.

I bet it's the secret DEV voice mail, where you can request fastropez and other must-haves.

ROFL, you actually just blew up part of the main energy generator in Brazil... It's called Itaipu, perhaps you heard from it?
