Civilain Engagement

Does anyone else think the bar for engaging civilians should be raised
as it stands:
"Civilians may be run over with a vehicle or shot while using vehicles, ladders
or ropes without any penalty or bonus. There is also no penalty for shooting
them if they used a weapon, vehicle or their medical equipment in the last 60
seconds."
the 60 seconds is too much
for example you use your medic bag to heal yourself and then u walk 10 metres around the corner and get shot by BLUFOR who
a) jumped the gun and sprayed with no regard to your status because its rare to be punished for civi killing
b) NEVER saw u use ur equiptment and have no idea whether u have or havent
c) because you were killed in the 60 second limit your killer goes unpunished
i think thats unrealistic in regards to the consequences for civilian killing i mean why is it such a long time? u cant tell me that if your looking down ur sights and see a civilian climbing a ladder that it takes you a full minute to open fire on him...
