i just read some thing about how insurgents have burned the flags in iraq to protest the us forces so i just think that it would (maybe) nice to have this in insurgency mode.
so give civi-kit flag what they can set on fire to protest the invaders.
maybe if you set flag on fire,then maybe 100m radius,if theres rallys or outpost,those are unspawnable.flag burn 5 min and thats also the time when rally/outpost is off.
im not sure at all about flag burning thing but maybe its worth of discuss.

Err...not really, no. What exactly would this add to the gameplay of PR? Nothing.
