so I downloaded PR 0.9 from the torrent link, but when I double click the
pr_0909_full_part1of2_setup nothing comes up to install it.

Anyone knows whats wrong?

You need to have a Torrent client installed to use the 'Torrent' download.
I like 'BitTorrent'

You can also find direct downloads now.

If you have a Torrent client then you just need to wait for the installer to decompress. Mine took 8 minutes for the installer window to open.

yes I have a torrent client, thats what I used to download a torrent, duh

but when ive downloaded it, I click to install and nothing happends, I sit and wait but no pop up comes up to start the install

and I dont want to go to direct download because ive allready downloaded it

I noticed the .9 setup files did take a while to open for me too. When I right clicked and ran as administrator they popped right up. Hope that works for you.
