Near 100% GPU usage

Im recently noticed that whenever I play Project Reality the GPU usage uses about 85 - 98 percent of my GPU with everything MAXED out (running @ 1920 @ 1080 on 23 inch monitor)

I get roughly 25-50 FPS but occasionally lags to <15 FPS (as 15 FPS is the lowest renderer.drawfps 1 shows) and then goes back up to 25-50 FPS on good days + maps. V-Sync is also on (controlled by NVIDIA Control)

Windows 7 Professional 64-bit

Is this normal?
(most recent drivers)

EVGA 8800 GTS 320MB is my GFX card (OC'd to Core: 565 Shader: 1364 Memory: 815, GPU Temps are 51 Idle and around 60 in game)

Core i7 920 C0 OC'd to 3.5 Ghz
Corsair Dominator 6GB @ ~1.3 Ghz (underclocked from 1600 Mhz)
EVGA X58 Motherboard

Btw, I need overclocking tips (for CPU + RAM), and yes I know theres a seperate thread but I need direct responces for my questions.

did you try lowering "textures" and "lighting" yet? they are supposed to cause some troubles when set on "high" and visual quality is believed to stay the same

max fps is depending on your monitor. the Hz of your monitor will be the max fps you can get more is probably just not displayed by the monitor LCDs/TFTs are around 60-75Hz

with your specs you should get more FPS around 50-60 imho (and no fps drops unless you are using virtual memory and have alot of other programs in the background)

frame drops often occur when the system has to load data (e.g. Textures) from the hard drive - so if your hard drive is blinking alot while gaming your ram is not optimally used and you will get a tiny freez on hdd access'

well, it seems to me that you dont need to overclock your cpu and ram. I've got the same CPU as you and less powerful ram, and actaully the exact same motherboard.
the thing is you have an 8800 GTS 320. I have a 8800GTX 756 MB. I'd say the problem may be that you need a better Graphics card.

Also remember, overclocking usually voids your warranty.
