Is this a game feature or is a bug that makes the phone/detonator go away when you press the button too fast after planting an IED/claymore

Its meant to be like that, its a safe so you gotta wait 5 seconds then its "armed"

Not with an IED though. But otherwise this is a known feature.

Feature? Doesn't it make it so you can't detonate your IED at any point in time?

You have no reception thats what it is, try moving away before detonating and try to find full reception.
