i have a question im running a dell demension 4700 it has the pentuim 4 cpu and i have a nediva 7600 gs 512gb card and 2 gigs of ram and the comp plays project reality on low settings with out to much problem now the qustion is
if i get a new 1gig graphics card and get 2 more gigs of ram will i be all set to play pr on high with no frame rate problem's or is it the cpu its self

Depends on what card it is ,if you run a 64 bit OS and a CPU upgrade is advisable,since its pretty outdated and will hold back the performance gained by other new hardware

Unfortunately there's not a chance to run high with a P4, I am sure.
The processor already bottlenecks the GPU so a better graphics card will not make a difference.
There's good price/performance alternatives out there. I'd look at a new computer if I were you.

You need a new CPU. If you upgrade to 4GB of RAM you need a 64-bit OS. Pentium 4 is pretty old. The amount of money it would cost to upgrade your computer, I would just advise getting a new one. Upgrading the RAM and GPU, you would still be restricted by your CPU. It would be the bottleneck that slowed you down, I doubt you'd even notice a performance increase because of it.

I see the RAM post ALOT...
Whats the big deal with having 4 gigs of ram? Just because 32 bit OS only uses 3.2 gigs, last time I looked the 1.2 Gb sticks were all sold out

. So you either have too little and have the OS use it all or have more than enough and let the OS use as much as it can. I have 4 Gigs of Ram on my xp OS. Works fine, just does not utilize the whole 4 Gigs.

without PAE windows 32bit versions lock the available RAM down to 2.25 GB (making almost HALF your memory not being used when you installed 4GB)
vista likes to eat up ~1GB and leaving only 1.25 GB for PR - the new version is known to regularly use 1.5GB - so you might have some stuttering problems due to frequent hdd access on the page file

My XP PRO(32-bit) OS shows 3.2 GB of RAM.
