Is this normal? Is there a reason I don't see more servers like this?

Its some Bunnywipe going around getting servers and doing that.

Is there a reason that this is bad? I mean holy shit, a 122 versus 122 game of PR would be AWESOME. Would the servers even be able to handle something like this?

this has been discussed to death, and tried many times. Ive personally never heard of it working.

anyway the people in the 112 side would moan about imbalance though.

Would it even be fun? 255 is so much that 4KM maps would be CQC maps and we would need 8KM and 16KM maps. That would be madness because of many reasons, for example map squares and keypads would become useless, because on a 16KM map one keypad would be about 666m x 666m.

Yeah, it sounds cool, but not on BF2 engine. It's not gonna work and I wouldn't want it to.
