Cause no one really uses it right now, is there maybe a way to have it start up with the game and have it always be connected to the mumble server that's related to the PR server you're playing on? or idk, just make it part of the VOIP that's in the game?

I hope thats what they do because i never saw much people use it

Unfortunately, the devs have to work under the constraints of the BF2 engine. Many things such as these are difficult or impossible to do in it. AFAIK VOIP is "hard-coded", meaning it can't really be changed.
I would love Mumble to be somehow integrated into PR, but I don't think making it part of the in-game VOIP is possible.

There is no way to force people to use mumble, we can make mumble very user friendly for those who want to use it, but in the end if you don't want to you don't have to.
