Muttrah Bomb Car

Hi. So, I don't know if this is a bug or balance issue or both, but a couple of rounds of Muttrah have had a bomb car at round start just gun it and take out the entire BLUFOR base before anything had been moved out. I know basekilling in insurgency is sometimes allowed, but we're talking detonating on the other side of the concrete wall of the garage where the humvees are, before they've been moved, and blowing every asset up before they've even been loaded.
Firstly, I don't know if this is just a buggy set of walls or not or if it's just a balancing issue. I like alot about the changed map, but with this "exploit" in one instance, the BLUFOR started down 50 tix or so. It's tricky, because basekilling on some servers is okay, and in general I have no problem with it. But this seems like a outbalanced mechanic. Maybe a delayed spawn on the car? The only other change would something more drastic, like relaying the map or something, which I don't think is good, as the map's pretty great otherwise.
