First of all, it has not been 4 months since you applied. It's been 2.

Indeed, only last week I went through all outstanding server license applications and issued/denied them as appropriate, leaving none. Your application was not in that list.

I have found your application in the 'archive' - indicating that your application has been suspended pending further information from you. Have you received a PM from myself (or [R-DEV]Bosco) that you haven't replied to?

Looking at the license application, I'm a bit confused. The IP/port you are requesting a license for is 64.34.167.207:18567. This is currently assigned to =HOG=. I imagine that's why your application has been archived, pending you enlightening us on why you're applying for a license to a server which already has one.
