Issues with 0.91 Patch

Hey chaps,
I've had a brief trawl through the forums to see if anyone else has had these problems and solutions to them but nothing came to light.
I've just installed the 0.91 patch, no issues during installation but as soon as I join any server I get a whole raft of problems. Mainly huge ping spikes but also rubberbanding and stuttering. I get the same thing when I start a single-player LAN server, I'll be running and move the mouse to the left or right and it will start stuttering quite badly.
None of these problems were present before the patch (PR ran just fine) and are present in singleplayer which leads me to believe it's not a problem my internet connection but with either the patch or my computer. I'll try some of the fixes on here but I'm not feeling too optimistic.
System specs:
Windows 7
Intel(R) Core(TM)2 Duo CPU T6600 @ 2.20GHz
4.0 GB RAM
ATI Mobility Radeon HD 4570
