[0917] Dragonfly helipad non-existant

Description: simple enough there is no helipad on dragonfly, you cannot rearm flares or repair the lynx (without repair crate)
tested on: Tactical Gamer and also local
steps to reproduce: load up dragon fly wait for the lynx to spawn hop in and pop some flares.
now i understand this may not be a bug but i still find it highly unlikely that the DEVs put a helicopter on a map with no way of rearming the flares or repair it efficently
