Often helps to put your game volume @ 30%, I don't run Mumble with TS but many do so check your mixer volumes and if not go fiddle with your TS output volumes.

the problem you are experiencing is that the volume is lowered when you fire up ts3 due to it not thinking it is the main sound program (or is it mumble that does it). it only happens on windows 7 but can be turned off in the options. alternatively you can just open your volume tab in your process bar and manually raise the volume

Using windows 7 ? im not on my W7 rig right now but if you right click the sound options in bottom right and search around, there is a option for w7 lowering sound for VoIP programs when it detects more than one. select "do nothing"... or something of that nature.
