Sorry I don't have much experience with single player, but it could be corrupted preferences.

Delete the original BF2 folder from your documents folder.
Some other things you can try before you uninstall/reinstall.
Backup your BF2 folder that's inside your documents folder. Once you have a backup delete the original from your documents folder.
Try starting PR from your new PR shortcut
a new default folder is created
link to your online account.
If all goes well ("Request / Drop Kit" Working) all you have to do to get your custom settings back is copy your 'control' file from your backup to the new profile folder.
path:
C:\Users\your user name here\Documents\Battlefield 2\Profiles\0002
note: you may not have a 0002 folder so use 0001

Do the choices highlight when you move the mouse around?

I could put money on that you forgot to join a squad.

You MUST be part of a squad before requesting a kit. Since its a local game, you wont be booted out of your own local server, since there probably wont be any scripts or settings enabled to boot you out. Wouldn't really make much sense.

Try again, join a sqaud and request a kit.

Are you clicking with the left mouse button?
Request / Drop Kit
Left = Request (gives kit when you hit 'G')
Right = Drop Kit (drops kit when you hit 'G')

You should see a message why the kit can't be issued. I take it that isn't the case?
I know the co-op PR has lifted many restrictions on kits/vehicles.
Are you playing a local co-op?

so you have manage to get kits but suddenly it doesnt work anymore?
kit doesnt become visible to the ground when you reguest kit?
happens every map?
