Yes, that is Explosive Reactive Armor. Whenever a incoming object is heading for that tile, it explodes, creating a blast that counteracts most types of anti armor rounds. Be it EFP, Sabot, HEAT, TOW or anything like that.

will it have the counter explosive effect it PR too ?

tanks with ERA are already in PR and do not act differently from tanks w/o it, so no, there wont be any special effect

Man they really piled the ERA on the front. Wonder if thats smart (a lot of AT attacks come from the sides)
