As the Title says.

First thing I will ask is can it be done?

I wont post reasons why and formalilate an arguement untill I know if it can be done or not
Dought it can be done but hay worth a try.

That's a pretty cool idea, actually. For every 1 second of you constantly being suppressed, you get .5seconds of deviation penalty?

Do this, plus give AR more deviation / shot to compensate, and voila. Win.

As long as AR gets a bit of a nerf to balance then this is fine.
