Long load screen/terrible framerate

Firstly, I apologize if this has already been asked/answered. I searched, but couldn't find anything.
My hardware is as follows,
ASUS G1Sn-A1 Notebook
Intel Core 2 Duo T8100 @ 2.1 ghz
4 gb of RAM (DDR2 @ 800 mhz, I believe)
nVidia 9500m GS
I'm running Windows XP x64.
I can run BF2 at max settings no problem at 1920x1080, pulling in a framerate average somewhere between 40 and 60. I understand PR takes a lot more juice, but I'm having a hard time even playing it on my PC. After I started playing some LAN matches to learn the ropes, I had to set my video settings to medium, at a resolution of 1024x768. Even then, my framerate is usually somewhere in the low 20's, not much different from when I had it maxed out. I also find that every 5 seconds or so, I get a huge drop in framerate. If I'm inside a building (where my framerate is passable), I'll go from 35 to 15, and then back to 35 which causes my game to hang for a second or two. All in all, its pretty unplayable. I'm gonna try going even lower with the graphics settings, but it already looks pretty terrible so I don't know how much enjoyment I'll get from it.
Also, my load times are CRAZY. I'm talking 15-20 minutes to join a multiplayer server. And that's after my shaders have been optimized. That is a huge deterrent.
Is there any way this could be fixed? Or am I doomed until I build a new PC? I have already tried running BF2 Cleaner to no avail. Also, no need for GameBooster or anything like that, my operating system idles with very little resources.
