The video is made in BF2 and that method for that type of HUD seen in the video where its always in front of you even if your looking left or right etc (right now if you look to the left or the right your HUD vanishes) is not as simple as "Making a new HUD".
That method there the HUD is part of the helicopter/jet model itself, which requires the model to be exported with the HUD and in the export scene the HUD to be set up so it can be workable, as well as hacking the BF2.exe in order to get it to work.
Right now we are not working on any "3D HUDs" as seen in that video above. What we are currently working on the other bit seen in that video, working gauges for choppers/jets with testing out the concept on our new choppers coming into the mod, not in the next version but in some time after that (although the Kiowa which is coming in the next version is setup for it to work but the hacking of the bf2.exe wont be there for it to work).
If you look at my Highlights post of the new Z-9 and Panther series coming into the mod, you will see that the cockpit models have modelled, 3D gauges (unlike the 2D gauges we have now) which as mentioned in that topic, is so its setup to have working gauges.

If we can get the gauges to work then we will have all our new choppers/jets coming into the mod using this system and also maybe 3D gauges too and we might even go back over some of our choppers/jets and set them up for this too but reworking a cockpit etc isn't an easy task.
If you want new HUDs asap, I suggest you either 1, learn how to model, UV, texture and export (or at least one of thous things) if you want to see thous 3D HUDs or 2, learn how to make HUDs in there current form which is just a bunch of textures overlaid on the screen, since we dont really have anyone dedicated to making HUDs etc right now:
