Shortcut problems (caused by steam?)

I run pr.exe form the shortcut after installing, login as normal and i am told...
"you must run pr.exe from pr.exe! make sure your shortcut points to pr.exe!"
i check the pr shortcut and run pr again, same error.
i go to the folder and directly run pr.exe, same error.
i run bf2 normally and load pr (should be obvious why i got the error that way however...)
can someone help me? i dont want to go back to vbf2 where this is little/no teamwork.
