I say this, because plenty of times as a squad leader, I have needed a specialist when noone in the squad is one. This means someone has to die to get one, which obviously isn't worth the cost. I had a discussion with some people ingame and they also said they like this idea, and so I can only assume either noone has suggested this idea before (was not in the already suggested suggestions), or there is something holding it back. The people I was talking with also discussed the idea of making it limited, which if i recall correctly, had been done in the past. So my idea is this -
Make specialist limited once more, with a limit of 2 per squad (gives leeway for more tactical use of the grapple hooks)
And make specialist requestable from crates.

If I'm not mistaken, something very similar has already been announced.
