New CPU noisy as hell

Bought my self the AMD X4 3.4ghz the other day. excellent cpu with lots of power, but it sounds like ive started in the wind tunnel business.
Ive tried enabling cool n quit, but there was no difference. Are there any other ways of making the fan relax a bit, cause cpu temp is constant on 38-40 degrees. so i see no need for the fan to run at max all the time as it does.
If i do need to buy a 3rd party fan, which one is the most quit?

I think you've bought the AMD Phenom II X4 965 (EDIT: Black Edition CPU) @3,4 Ghz, I did as well but all recommendations said that the boxed fan was a piece of trash.
3rd party fan will solve your noisy problem.
I can recommend the "Arctic Cooling Freezer Rev.2" if you've got a Midi or Big Tower.
I run my 965 with this fan and as you hear you hear quite nothin inside my case, this cooler was created especially for overclocking, so you will not have problems with the temperature.

The stock fan and the heat-sink are fine,you just need to go into the BIOS and check
the settings for the fans.Some motherboards set all fans to 100% regardless of the temperature,just need to change it.
You can also try the AMD overdrive utility
Drivers & Support | GAME.AMD.COM
(allows to control the fans from windows).

Thanks for the advices, i tried downloading the overdrive utility,but i was not able to do any changes to the cpu fan speed. nothing happend when i adjusted the level. The fan is not as noisy as it was initially though. Afriend of mine said that it might be the thermal grease, that uses some time to "settle in" and cool efficiently.. i have no idea...
still a bit anoying, that it runs at full speed when theres been no load for several hours, and cpu temp is around 35-37'C.
