Actually isn't!Special forces use unrussian pistols or APS,for army - replace all PM isn't good idea 2 reason of that - 1)Money,2)It's pistols can be used by gangs or terrorists etc.
Anyway sidearm in real life use very rarely!No needed to replace that,but some units have new pistols!

We've adopted use of the makarov under MA advice, and also with the added benefit as samogon mentioned, that it can be used across a wide range of unconventional factions too.

You can already fire RPGs while being in prone. I guess the bipod will just make it more actuate, like the deploy mode of AR and Marksman.
