how can i view the PR guide?

its asking for username and pwd??

The guide is a lie.

On a more serious note; it's not done yet. It has been worked on for a very long time already. I expect it to be the most awesome thing that exists once it is up

But ya. Not usable yet.

The guide is still being worked on.
