Probably more likely a free sound effect from somewhere that both the movie and PR use.

Or... maybe the trucks actually have a similar horn?
Just a thought.

Looking further into that film, I notice a few themes that PR has in common. hmmm....

You know, some of the guys in that film rappel via fast ropes I believe they're called, from a black hawk and it's pretty cool.
