Repeated PnkBstrB.exe heartbeats stopped

Hello there. Having repeated PnkBstrB.exe heartbeats stopped. ("Restriction: Service Communication Failure: PnkBstrB.exe heartbeats stopped") I have:
-uninstalled/reinstalled PunkBuster
-disabled all firewalls including Windows Firewall, my router firewall, and even uninstalled my AV software.
-run repeated malware scans with Malwarebytes (computer is clean)
-disabled ldap
-checked status of services repeatedly
-bypassed router plugged directly into modem
-forwarded ports that BF2 uses on router
-restarted the computer seemingly 100s of times
-re-installed PB
-re-installed bf2 / PR
-Manually installed / updated the PB services
-tried several servers, both co-op and deployment
This is an exceedingly frustrating issue, and have tried every possible fix that I can think of, being employed in the IT / Networking industry. I have also submitted a ticket with Even Balance, and have received zero helpful information.
Any help/insight you guys could provide would be amazing.

ASUS P6X58D Premium Mobo
Intel Xeon W3520 @ 4.1GHz, HT Enabled
Kingston HyperX 6GB @ 8-8-8-18 1600
MSI Cyclone 1GB GTX460 SLi (x2)
