Hello, I'm mostly concerned about him being bottlenecked by the Regor core.
Here are the specs:
AMD Athlon Regor 260 @ 3.2ghz Stock
4Gb Patriot 2x2gb
MSI 785GM-E51 Motherboard
MSI 5770 1gb HAWK
550watt psu, Which puts out 503 watts at 100C.

What I am concerned about here is the CPU bottlenecking the graphics card. I think it should be fine to run Black Ops, Maybe PR ( If he likes it ), Assassins creed 2 etc. And some other games. I'm thinking of getting him a 1440x900 Soyo 19" lcd to save costs. Could somebody please throw opinions. To be honest I am only doing this for him because it is the holiday season... And I want him to ditch his PS3. I'll probably overclock the regor to run at 3.5ghz by upping the fsb.

If its for black ops then its recommended that you choose a Quad Core.
Dual Core's have had problems with black ops with it being very laggy.
