Everyone on the forums enjoys good sentence structure, and proper use of spacing and paragraphs. Giant walls of text = ;_; Also, please think out what you want to suggest, rather then write words of what you want and then submit it for the world to see.
Your suggestion states that you have to be in a squad to use a kit. Now, what dtacs wrote is exactly what I was going to write:

This subject has been suggested to death. If people don't say anything in my squads for half a minute or so, I kick them from the squad. The devs have already implemented a system to avoid people just joining a random squad, stealing a kit, then leaving. They have to wait approximately 2 minutes before they can request a kit after joining the squad. If you kick them beforehand, they cannot get the kit. Profit.
And for your sneaky slide-in suggestion of "BTW plzpzlzplzplz bring back the ability to pick up others kits", it has been suggested as well, and denied. In real life, you wouldn't go about picking through your enemy's equipment, walking around with an AK because you'd like it better than what your military has equipped you with, or what have you.
It is also shunned upon to use enemy weapons, as you never know what condition it may be in, if it is booby-trapped, and will confuse friendlies. You can take any kit in dire situations, where you need to defend yourself, and you can also take enemy rifleman, rifleman specialist, rifleman AP, and rifleman AT kits as well. They removed the ability to use other kits because, if you think about it, would your average farm-raised iraqi know how to use modern anti-tank equipment? ;\ I think not.
TL;DR: Already in game. Kick them before their 2ish minute grace period is up to get kits. For last suggestion, it's been suggested, and is unrealistic to use enemy equipment.
