Simple as that. Add green binoculars to the Civilian Collaborator kit. Otherwise it can't request mortars anymore, which I hope is bug/mistake actually.

I like how you can request mortars as a Civi it all most makes me feel like a spy

It's not new. He could do it via radio from commander. Now it can't so you have to request it from other sl or just swap for second places in squad, a lot of not needed effort.
