Hey guys i was wondering how i went about getting a server on pr . do i have to purchase a bf2 server first ? then apply ? Sorry for the stupid question

Don't mean to offend you or anything but if you have to ask it I don't think you're up for it hwya know whataim sayeen?
Even if you got a PR server up and running (including license) you would have to have an existing community of players to seed and play on the server, otherwise it is more than likely that your server ends up in the list of foreverempty PR servers like many of the new and even promising ones have.

As splatter said you should rather join an existing community donate money into that server then make a new one we have around 100+/- servers in PR and possibly 10-20 of them are actually populated. rather then add another server to the graveyard support an existing server and save some money 
This is just a friendly advise, if you dont have big group of players who are willing to put some time and effort sometimes for vain sometimes not then go ahead, but PR servers wont magically populate them self for the most part. That I speak of experience, I have sit in a server all evening with 10 other guys on a server who had a good word for great teamwork in the community and still no sauce for the most part.

its not sooooooo.... hard to start your own server it is hard to get people who know nothing about the server to join it and learn the rules and give a **** about your server. I have found that many people enjoy playing a certain rotation or same map.
EX: =HOG= Muttrah 24/7 has kept the same map and we have to admin it all day and all night because people do whatever they feel and it ruins gameplay if its not watched like a hawk. We are currently #17 BF2 server in the world and the #1 PR server in the world. People seed in the mornings and by noon its full and stays full till 2 am. Lately its full almost 24/7. But most of the support comes from the regulars AKA community so i would wait before starting my own pr server.
