Engine Limitations and lack of optimizations.
Some would say it's because the DEV's haven't optimized a lot of their new models yet (Eg. Soldier kits, vehicles, buildings, and such), others would say that it's because BF2 was never meant for as much detail as the PR devs put ont heir maps.
I've noticed that the game seems to have a tendency to render everything i'm looking at, even if it's behind an object. (a lot of games don't do this now because they figure that if you're not looking at it then why should it be rendered every frame)
So, really, you can either blame the game or blame the PR devs.
(They do know that this is occuring tho, they stated the last patch that this next one is going to be mostly bug-fixes and optimizations.)
(cause i have an i7 2600k with 8gb of ram and an ATI HD 4890 and i usually get around 100-120 fps, but can drop down to about 30fps. Usually only on 128 player server, and that's if i'm on fallujah in a very crowded area... XD o.O)
