downtime for making a plan vs. "being on the move all time"

Hey fellas.
Being a SL is also an entertaining role. Not only do we have to PWN the enemy, we also have to avoid downtimes etc. You can avoid those by making your plan up on the move (running with map open) which will go well sometimes. And sometimes you end up dead.
At the end of the day ->
You were on the move. (good)
You ended up dead. (bad)
Respawning and re-organizing is not a big deal for most players because as long as SL is entertaining (moving, firing orders, keeping them busy etc). But sometimes it would be better to sit down, make a proper plan and THEN execute? So it's like this:
You had a short downtime (bad?)
You were on the move
You ended up killing 1 and a half SQD.
Downtime-time again, need new plan (bad?)
What is better in your opinion?
I understand that this depends on situation and it's a balanced thing. Just give me your thoughts.
