Irl the differences are only minimal. The more compact size is easier to move around in close quarters, like a house, but the M4 is still a less than optimal weapon for urban combat. There are only minimal differences in game, just like irl really.

I do not think it is a question of marine rifle or army rifle, the troops are trained and equipped with the weapons best suited for the theater they operate in. Of course avaiability is also a factor, so marines sent into fallujah would get precedence over the M4s over rear echelon personel, or army personel not on patrol duty.

It should be noted the average small arms engagement is probably under 100m, at which point the differences is damage/accuracy of the M4 and M16 would be negligible.

Which is why you use the ranged damage-bleed to make the M4 rounds less effective at the further range, and increase the base dev of the M4 to make the rounds stray further at range. The effects at those distances would realistically be intangible, but would become more pronounced at range, just like IRL.

Similarly, you increase the aim-dev on the M16 ever so slightly to reflect it being a tiny bit more cumbersome to bring to bear; reduce the move-dev on the M4 to reflect it being easier to run and gun with

Boom, the differences modelled slightly more realistically. How perceptible those changes should be is merely down to fine-tuning the numbers.

A little more differentiation between the various weapons is something being discussed for future ;)
