Training Vehicles Spawn Limit

Hello,
As far as I know from 0.856 the limit of each vehicles on the training maps was 3 but now its 1!
Is it a bug or you meant to make it like this!!
It so annoying waiting 10 minutes for a chopper!

This happened to me on the battleforce training #1 server which is running Kashan Desert.

System Specs:
GPU: nVIDIDA GeForce 9800GT Super+ 1GB of VRAM
CPU: Intel Core 2 Duo E8400 3GHz
RAM: 2GB
HDD: 320GB of SATA HardDrive
