Insurgent shotgun

hello,
I was playing as insurgent on Korengal Valley, had Warrior kit(with the shotgun) got next to an american, shot him with the shotgun like 4-5 times, nothing, he was not taking any damage, I don't think he even noticed that I was right next to him, after I shot him so many times with no use I stabbed him

is this a bug or am I missing something ?

Insurgents in korengal(talibans) have only breaching shotguns. You should use your ak while using warrior kit and only breach doors with the shotgun. It won't kill anyone unless shot point blank range.

Even at point blank range it doesnt do anything (at least from my experience).

You have to be within 10 meters.
